La consultation est lancée sous forme d'appel d'offres ouvert selon les articles R2161-2 à R2161-5 et R2162-1 et suivants du code de la commande publique (CCP). Le marché est à prix mixtes : il est conclu pour partie à prix global et forfaitaire, et pour partie en accord-cadre à prix unitaires et exécuté au moyen de bons de commande. Les prestations feront l'objet d'un marché unique. En application de l'article L2113-11 du code de la commande publique, le choix de ne pas allotir ce marché est justifié par le motif suivant : - la dévolution en lots séparés est de nature à restreindre la concurrence. En effet, la prestation principale correspond à la logistique, les autres prestations sont donc secondaires. De fait, en cas d'allotissement, certains lot accessoires auraient des faibles montants et donc une concurrence restreinte, voire une infructuosité. Le marché est à prix mixtes : il est pour partie à prix global et forfaitaire et pour partie en accord-cadre à bons de commande. Pour la partie en accord-cadre à bons de commande : Il n'y a pas de montant minimum. Le montant maximum est de 120 000 Euros HT annuel. Il n'est pas prévu de décomposition en tranches
