L'acheteur agit en tant que coordonnateur d'un Groupement de commandes conclu entre les Villes de Saint-Nazaire (coordonnateur), Saint-Joachim, Trignac, Pornichet et Montoir de Bretagne. La consultation est décomposée en deux lots. Chaque lot conduira à la conclusion d'un accord-cadre mono-attributaire donnant lieu à l'émission de bons de commande avec un montant minimum et un montant maximum de commandes en application des articles R2162-2, R2162-4 2° et R2162-13 à R2162-14 du Code de la commande publique.
