Pour accompagner la dynamique urbaine du Faubourg Malepère, la mairie de Toulouse a souhaité renforcer l'offre en matière d'équipements de proximité dans le quartier. A ce titre, la présente opération prévoit la construction d'un équipement neuf mutualisé regroupant toute une série d'équipements publics destinés à accompagner la vie de quartier et à offrir l'ensemble des services publics que les usagers de ce nouveau quartier sont en droit d'attendre. Ainsi, le projet regroupe : un accueil aux habitants, une Mairie de quartier, une médiathèque, une ludothèque, un centre culture regroupant des salles d'activités, une salle d'évènementiel et de spectacle, un restaurant et un espace sénior, un club ado, un centre omnisports comportant un gymnase homologable pour des compétitions et un dojo. L'ensemble de ces activités s'organisent autour du volume central du forum qui est le coeur du projet et incarne la volonté de la mairie de créer un lieu largement ouvert, partagé et mutualisé. En accompagnement de ces espaces destinés au public, le projet prévoit également la création d'espaces destinés au personnel devant faire fonctionner cet équipement (bureaux, espaces logistiques, espaces de repos…) Enfin, le projet prévoit également la création d'un parking souterrain destiné au personnel de l'équipement mais aussi à celui du groupe scolaire voisin. Cette opération comporte 21 lots. Les 6 lots de cette consultation sont passés selon une procédure distincte de la procédure d'appel d'offres en cours (procédure des petits lots)
