Le marché concerne une mission maîtrise d'oeuvre pour la réalisation de la Ligne Olympique Réservée (LOR), destinée à accueillir un Bus à Haut Niveau de Service (BHNS) entre Briançon et Le Monêtier-les-Bains. Ce projet s'inscrit dans le contexte d'un axe routier majeur de la vallée de la Guisane et du secteur de Serre-Chevalier, qui supporte un trafic de pointe avoisinant les 7 000 véhicules par jour, été comme hiver. L'aménagement d'une ligne BHNS constitue une réponse stratégique pour améliorer la fluidité du trafic, sécuriser et fiabiliser les temps de parcours, et accompagner durablement la croissance de la fréquentation touristique, tant pour les Jeux Olympiques et Paralympiques d'hiver 2030 que pour les besoins pérennes du territoire.
