L'acheteur agit en tant que coordonnateur d'un Groupement de commandes conclu entre les Villes de Saint-Nazaire (coordonnateur), Saint-Joachim, Trignac, Pornichet et Montoir de Bretagne. La consultation est décomposée en deux lots.
