This contract notice announces the call for tenders for PreCommercial Procurement of Research & Development services on the security domain (Security Harmonized Innovation for Enhanced Law enforcement capabilities in Dynamic crowd protection through PreCommercial Procurement). SHIELD PCP is a cross broder joint procurement of Research & Development services to reinforce the field of protection of publics spaces and crowd management. The tobedeveloped solutions are expected to achieve TRL 78. The PCP should deliver successful, innovative and fully tested product(s) and/or service(s), that meet the common needs of the Public Buyer Group (PBG) to procure research services, develop innovative marketable solutions, speed up the timetomarket and provide best value for money. More concretely, the common needs of the public buyers group are as follows. The SHIELD PCP initiative aims to drive innovation by empowering buyers to actively influence the development of costeffective solutions tailored to their unique requirements. The overarching aim is to equip security stakeholders with cuttingedge technology procured through innovative processes, offering solutions that enable seamless coordination and cooperation among all stakeholders, especially law enforcement agencies (LEAs). The SHIELD PCP project adopts a topdown approach. This method consolidates widely agreedupon scenarios to address critical security challenges, providing a detailed identification of innovation needs at both the process and technology levels. This topdown approach enabled the alignment of stakeholders, from security forces to public authorities, ensuring innovative solutions meet shared needs for public space protection. After evaluation of the tenders received, the PCP will be implemented by means of awarding a Framework Agreement where contractors are developing the solution in competition. It includes calloffs for Specific Contracts for Phase 1: Solution Design, Phase 2: Prototype Development and Integration, and Phase 3: Validation in real operational environment. SHIELD PCP has received funding from the Horizon Europe Framework Programme (HORIZON) under grant agreement n°101225962. However, the European Union will not participate as a contracting authority in the procurement.
