La présente consultation s'inscrit dans le cadre de la Délégation de Service Public (DSP) relative au réseau de chaleur et de froid urbain « Plaine Campus », concédée par Toulouse Métropole à la société Toulouse Énergie Durable (TED) filiale de Dalkia. Afin de répondre aux enjeux de transition énergétique et de sécurisation de l'approvisionnement, Dalkia s'est engagée à augmenter et diversifier ses points de livraison. L'opération consiste en la création d'une sous-station de production de chaud (1100 kW) et de froid (2400kW) connectée à boucle tempérée du réseau de chaleur, à destination d'un industriel. Le projet exige un traitement exemplaire.
