L'accord-cadre est composite. Il comprend une partie marché ordinaire et une partie accord-cadre à bons de commande. Il est composé de 2 lots. Chacun fera l'objet d'une attribution séparée. Afin de prévenir toute situation de conflit d'intérêts et garantir l'indépendance des contrôles techniques, un même opérateur économique ne peut soumissionner qu'à un seul des deux lots. Cette restriction est justifiée par la nécessité d'éviter qu'un même titulaire soit amené à contrôler ses propres prestations, ce qui porterait atteinte à l'objectivité, à la fiabilité des contrôles et, plus largement, à la sécurité des installations et des usagers.
