L'objectif du projet est de réaménager le site de Blois Nord afin d'améliorer la fonctionnalité pour l'ensemble des entités y étant implantées. La première tranche ferme permet la construction du bâtiment J. La seconde tranche, optionnelle, a pour but le réaménagement des bâtiments A, B, C, D, E et E'. La dernière tranche, optionnelle également, porte sur le réaménagement des bâtiments F, G et I. Ainsi, la réflexion portera sur la claire séparation entre le Centre de Secours Principal et le reste de l'Etat-Major, de manière à assurer un fonctionnement optimal et une sécurisation des différents flux d'entrées/sorties sur le site. D'autres parts, un réagencement des espaces logistique permettra une prise en charge plus adaptée et efficace. Une réhabilitation du bâtiment l'Etat-Major devra également permettre d'adapter les locaux aux besoins des différents services, tant en termes de surfaces que d'organisation sur le site
