La procédure de passation utilisée est : l'appel d'offres ouvert. Elle est soumise aux dispositions des articles L. 2124-2, R. 2124-2 1° et R. 2161-2 à R. 2161-5 du Code de la commande publique. La Ville de Gennevilliers consacrera une partie des prestations à un marché réservé au sens des articles L2113-12 et suivants du Code de la Commande Publique. Ce marché réservé concerne les entreprises de l'Economie Sociale et Solidaire (ESS), les Entreprises Adaptées (EA), les Établissements et Services d'Aide par le Travail (ESAT), les Structures d'Insertion par l'Activité Economique (SIAE) accompagnant les personnes défavorisées. Il sera publié ultérieurement.
