La procédure concerne un accord-cadre à signer et notifier par un coordonnateur au nom et pour le compte d'un groupement de commandes mais à exécuter par chaque adhérent à ce groupement, en application des articles L.2113-6 et L.2113-7 du code de la commande publique. Le coordonnateur du groupement est la Communauté d'Agglomération du Pays de Laon.
