This tender concerns the collection, monitoring, processing and follow-up of reports of confirmed or suspected cases of violence, discrimination, harassment, or sexist or sexual conduct within the Council of State. The service provider must establish a confidential reporting mechanism and ensure appropriate handling and investigation of all reported incidents.

Suppliers must demonstrate expertise in confidential complaint management, safeguarding procedures, and investigation protocols. Experience with public institutions and knowledge of French labour law and anti-discrimination regulations are essential.

Organizations specializing in workplace harassment prevention, complaint management services, or employee relations consultancy with proven experience in sensitive case handling within public sector environments.

The buyer is CE-DPF.
