Le Département a recours à la passation de ce marché afin de confier à un prestataire la mission d'organisme référent pour l'organisation de l'accompagnement intensif des allo-cataires du RSA (ARSA) qui lui auront été orientés par les services du Département Le marché débute par une première période dite « période de démarrage » correspondant à une phase de lancement du dispositif d'accompagnement, permettant notamment la mise en place opérationnelle du marché, la formation des prestataires aux outils numé-riques... A l'issue de cette période, le marché pourra être reconduit tacitement pour des périodes successives de douze (12) mois chacune (deux semestres) dans les conditions et limites définies au CCAP.
