La présente consultation est passée selon une procédure d'appel d'offres ouvert, en application des articles L.2124-1 et 2 et R.2124-1 et 2-1° et R.2161-1 à 5 du code de la commande publique. Il s'agit d'un marché public composite comportant : -Une partie passée selon la forme d'un marché ordinaire correspondant à la maintenance préventive, curative et adaptative réglé par application du prix forfaitaire annuel figurant à l'acte d'engagement et décomposé dans la Décomposition du Prix Global et Forfaitaire (D.P.G.F.). -Une partie passée selon la forme d'un accord-cadre à bons de commande, sans montant minimum et avec un montant maximum, émis au fur et à mesure de la survenance du besoin, conformément aux articles L. 2125-1, R. 2162-4 à R. 2162-6, R. 2162-13 et R. 2162-14, du Code de la commande publique. Cette partie concerne uniquement les lots 2 et 3 (prestations complémentaires ou spécifiques) ainsi que le lot 4 (assistance sur les SGBD). Pour chacun des lots, il s'agit d'un marché conclu avec un seul opérateur économique. Pour chaque lot, le marché est conclu pour une durée totale de 4 ans à compter de sa date de notification. La notification intervient par tout moyen permettant de déterminer de façon certaine la date et l'heure de sa réception. Des précisions sur le délai d'exécution sont indiquées à l'article 6.2 du CCAP
