Le marché a pour objet la gestion et l'exploitation du restaurant du Mémorial ACTe, dénommé L'Ichali, ainsi que la fourniture de prestations de traiteur événementiel pour les manifestations organisées par ou au sein de l'établissement. Le titulaire intervient en qualité d'opérateur culinaire et non d'exploitant commercial : il fournit les prestations culinaires (chef et brigade, approvisionnement, préparation, service, nettoyage et entretien des locaux et équipements). Les recettes de restauration sont encaissées pour le compte de la régie de recettes du Mémorial ACTe, par des mandataires désignés par arrêté de la directrice générale parmi le personnel du titulaire. Le titulaire est rémunéré par un forfait mensuel assorti d'une part minoritaire de rémunération variable, par un bordereau de prix unitaires pour les prestations de traiteur, et par un bordereau de prix unitaires pour les prestations supplémentaires de restauration. L'occupation du domaine public donne lieu au paiement d'une redevance. Le marché est conclu pour une durée de 12 mois reconductible une fois (24 mois maximum), pour un montant maximal de 1 200 000 EUR HT.
