Le présent marché est un accord-cadre mono-attributaire à bons de commandes, ayant pour objet, à titre non exclusif sur le territoire de la France et, de façon très exceptionnelle et ponctuelle, dans d'autres pays de l'Union européenne, le conseil stratégique, l'achat d'espaces publicitaires, le suivi et l'optimisation des campagnes paid sur les réseaux sociaux d'ARTE, et plus généralement sur tous les supports publicitaires dits online. Il est précisé que les besoins d'ARTE pour l'achat d'espace offline (OOH, presse, radio, cinéma) sont déjà couverts par ailleurs et sont donc exclus du périmètre du présent marché. Il est en outre précisé que l'accord-cadre sera conclu sans minimum et avec un maximum de 16 Meuros HT (seize millions d'euros hors taxes) sur toute la durée de l'accord-cadre (4 ans maximum). Il est également indiqué que ce montant maximum ne constitue pas une indication du budget d'ARTE France mais bien le plafond maximal que l'accord-cadre ne pourra pas dépasser sur la durée maximale du marché, soit 4 (quatre) ans.
